Murmansk is the largest city north of the Arctic Circle and is the only ice-free port in the Russian Arctic. During World War II, the city was a link to the Western world for Russia and was a site of commerce for Allied forces. Since the Cold War, Murmansk has been the headquarters of the Russian Northern Fleet.
